Who must control a station, whose license sets the privileges, and the difference between local, remote and automatic control.

Every transmission needs a designated control operator

A control operator is an amateur designated by the station licensee to be responsible for transmissions and for following the FCC rules.

No control operator, no transmitting. Both of the first two boxes answer for what the station does.

A station may never transmit without one. If the control operator isn't the licensee, both answer for proper operation.

Privileges come from the control operator's license

The owner's license, a trustee's license, or who else is in the room changes nothing.

Your frequency privileges are set by the class of license held by the control operator, not by the station, the owner, or a coordinator. A Technician can't control a station in an Amateur Extra segment, except in an emergency.

Satellites: any amateur allowed to transmit on the uplink frequency may be the control operator. No special certificate.

Local, remote, automatic: where is the control point?

The control point is wherever the control operator function is performed.

The control point is the location where the control operator function is performed.

Remote control: operating a station from elsewhere, such as over the internet. Any station may be remotely controlled.
Automatic control: no operator at a control point. Repeater operation is the example.
