Emergencies, nets and message handling

Know which rules apply in emergencies, how ARES and RACES differ, how nets run, and how formal messages are structured.

FCC rules always apply, even in an emergency

No emergency organization or agency suspends Part 97.

ARES, RACES or a FEMA plan don't suspend Part 97. The one exception: you may operate outside your license's frequency privileges when it involves the immediate safety of human life or protection of property.

RememberRules always apply. Life or property in immediate danger is the only exception.

ARES volunteers. RACES serves civil defense.

ARES = volunteers. RACES = civil defense service, certified.

Only RACES requires certification by a civil defense agency. It's not a CB or contest group. ARES, MARS and SKYWARN don't need that certification.

Net control runs the net; you talk when told

Stations talk through net control's direction. Exception: an emergency report.

The net control station (NCS) calls the net to order and directs communications between stations checking in. You transmit only when directed, unless you have an emergency.

Traffic means the formal messages a net exchanges, not the number of check-ins.

Formal messages: the preamble tracks, the check counts

The check counts words in the text only. Here, 8 words means check 8.

The preamble holds what's needed to track the message. The check is the number of words (or word equivalents) in the text.

Winlink relays messages by email addresses based on call signs.

RememberPreamble = tracking info. Check = word count.

Unusual words: spell them phonetically

Spell unusual words, names and call signs with it so they're copied correctly.

Use the standard phonetic alphabet. It beats repeating the word back or sending it twice.
