The FCC makes the rules; the goal is radio skill

The FCC writes and enforces Part 97, the amateur rules. The service exists to advance technical and communication skills in the radio art.

The FCC database is your proof of license

Not proof: the exam certificate or an email from the VEs or NCVEC.

The FCC emails you a link to download the grant. The proof you're licensed is your entry in the FCC ULS (Universal Licensing System) database.

Space stations and beacons have exact definitions

Defined by altitude, not by orbit or crew.

A beacon is an automatically controlled station whose signal lets others judge propagation (is the band open?). On HF, Technicians find them on 10 m.

RememberSpace station: over 50 km up. HF beacons: 28.200 to 28.300 MHz.

Coordinators and RACES: who authorizes what

Volunteers, chosen by the amateurs affected. Not the FCC, not the ITU.

A frequency coordinator is a volunteer chosen by local amateurs. Coordinators recommend repeater and auxiliary channels so stations don't collide.

ARES or ARRL membership is not the requirement.

RACES (Radio Amateur Civil Emergency Service) is run through civil defense, so its control operators need that organization's enrollment.
