A VEC is an organization with an FCC agreement to coordinate, prepare and administer exams. It maintains the question pools, and confirms that a VE applicant meets the FCC requirements. VEs are the volunteers who give the exam.

In the session: every VE is responsible
The rule names relatives, not friends or employees.
Every administering VE is responsible for conduct and supervision, not just a session manager. Rule-breakers are stopped at once, and fraud costs the VE their licenses.
After the exam: fail returns it, pass goes to the VEC
The VE team does not issue the license; it submits the paperwork to the VEC.
A failed exam: hand the application back to the examinee. A pass: three VEs certify, then the team submits the paperwork to the VEC.
